### 11.2. Supplemental Funding Request
|

|

In June 2021 BYU and Cornell submitted a supplementary funding request to NSF in the amount of $1,485,645. This was to cover additional expenses incurred due to extraordinary circumstances of a) COVID-19 delays and supply chain disruption, b) delays due to collapse of the Arecibo Telescope, c) re-design and associated equipment costs to adapt ALPACA to interface with the Green Bank Telescope, and d) increased observatory costs for installation and commissioning at GBO compared to Arecibo Observatory.

The request amount was based on a GBO-provided [non-binding estimate](uploads/e2563f21b33cedf565c4c811840acad6/O_Neil_775_ALPACA_for_GBT_LOI.pdf)
|
|
|
|
of $1,429,600 for its costs to support the ALPACA project, including engineering, installation and integration work, facility upgrades, command and control interface software development, and GBT observing time for test and commissioning. This compares with the available budget of $228,743 which had previously been committed to Arecibo Observatory for their version of the corresponding support effort. None of the original sub-award budget for AO had been spent. The submitted proposal is found here:

The proposal was deemed by NSF to be un-fundable in its present form, primarily due to lack of detailed budget and budget justification information for the GBO sub-award.
|
|
|
|
This present design review is intended to provide GBO sufficient detailed design and programmatic information on ALPACA so that they can make a decision on full commitment to participating in the project and allocating material and personnel resources to that effort. Only then will GBO be prepared to develop the detailed budget and justification documents needed for another attempt at requesting NSF supplemental funding.
